UN Human Rights Council takes action promoting the rights of older persons

On April 3, 2025, the UN Human Rights Council launched an intergovernmental process to draft a new international human rights treaty focused on older people. This decision, reached by consensus, represents a significant step forward in addressing longstanding gaps in the global human rights framework that leave older populations vulnerable to abuse, discrimination, and exclusion.
Advocacy efforts by older individuals and civil society organizations—particularly the Global Alliance for the Rights of Older People (GAROP)—have been instrumental in driving this progress. Following 14 sessions, a UN Working Group on Ageing recognized the need for a binding international agreement.
The initiative, championed by a group of countrieries, underscores growing support for protecting the rights of older people worldwide. The first meeting of the new working group is set for later in 2025, and broad, inclusive participation is expected.
Human Rights Watch emphasized that the treaty will help ensure that human rights are upheld throughout the lifespan, combating ageism and strengthening protections for older people globally.
